Why Scanned PDFs Don't Convert Well to EPUB

Two different PDF situations both lead to a poor EPUB result, for different reasons: a scanned PDF has no extractable text at all, while a fixed-layout PDF has real text that simply doesn’t reflow cleanly once its page-based layout is removed.

Scanned or image-only PDFs are rejected outright

The tool samples the first several pages and checks how much real extractable text they contain versus how much of each page is covered by an embedded image. If a PDF looks like scanned pictures of text rather than real text, it’s rejected with a clear message before conversion — this tool does not perform OCR (optical character recognition to read text out of an image).

Why no OCR is offered

This is a deliberate scope decision, consistent with Looty Tools’ PDF to Word converter, which makes the same choice for the same reason: OCR accuracy varies enormously by scan quality and isn’t something this tool can guarantee.

Fixed-layout PDFs with real text still reflow imperfectly

A heavily fixed-layout PDF — multi-column magazine-style pages, dense tables, sidebars — does have real, extractable text and will convert, but EPUB has no page-position concept, so content that depended on columns or side-by-side placement can read out of the order you’d expect.

Practical guidance

For a fixed-layout source PDF, expect paragraph- and table-level fidelity, not layout fidelity. Simpler, single-column text-based PDFs convert the most predictably.
