How to Organize PDF Pages Before Merging Files
Merge PDF and Organize PDF solve different ordering problems. Merge decides which whole files come first; Organize decides which pages sit where inside one file. Mixing those jobs is how packets end up with upside-down scans buried in the middle of a clean chapter sequence. This guide is a decision map for when to organize before you merge, after you merge, or both.

Page-level order versus whole-file order
Organize PDF edits pages inside a single PDF: reorder, rotate, duplicate, or delete, then download that cleaned file. Merge PDF concatenates entire PDFs in list order. It does not interleave page 3 of File A with page 1 of File B, and it does not rotate individual pages.
If the problem is inside one source—wrong chapter order, sideways scans, leftover blanks—organize that source first. If every source is already clean and only the packet sequence is wrong, merge alone is enough.
What to fix before you merge
Before Merge & download, open each source that still needs cleanup in Organize PDF. Reorder pages so each file reads correctly on its own. Rotate pages that imported sideways or upside down. Remove blank or duplicate sheets you do not want in the final packet. Duplicate a page only when you intentionally need a repeated sheet—for example a blank form.
Download each organized PDF, then add those downloads—not the messy originals—to Merge PDF. That keeps Move up and Move down on the merge list focused on whole-file sequence.

Before, after, or both
Organize before merging when each source has its own page problems. Organize after merging when sources are fine individually but the combined packet still needs a final shuffle—and the result stays at or under 100 pages. Do both when sources need cleanup and the merged packet still needs a light pass.
If the merged result would exceed Organize PDF’s 100-page limit, finish page cleanup on the sources first. Merge PDF has no explicit page-count cap, so a large combined file can still download even when you can no longer organize it as one document.

Limits that shape the workflow
Organize PDF accepts one PDF up to 25 MB and 100 pages. Merge PDF requires 2–20 files, up to 25 MB each, and 50 MB combined, with no separate page-count ceiling. Password-protected and encrypted PDFs are unsupported in both tools—unlock them first.
Processing for both workflows runs in the browser. PDF contents are not uploaded to Looty Tools for organize or merge conversion on these tools.
Merge still cannot interleave pages across files. Prepare page sets with Organize or Split first if you need a custom page sequence spanning multiple documents.

- Are password-protected PDFs supported in this workflow?
- No. Encrypted and password-protected PDFs are unsupported in Organize PDF and Merge PDF. Unlock them first.
