FTE vs Headcount: What Each One Measures

Headcount and FTE both describe the size of a workforce, and they are often quoted side by side — but they answer different questions. Headcount is how many people; FTE is how much work their hours add up to. The gap between the two says a lot about how a team is made up.

Two different questions

  • Headcount: how many people are employed — one each, whatever their hours.
  • FTE: how many full-time positions their hours amount to.
  • Ten people at 20 hours a week are a headcount of 10 and 5 FTE against a 40-hour week.

When each one is used

  • Headcount: costs and tasks that come per person — equipment, software licenses, onboarding, training, and some benefits.
  • FTE: workload, staffing levels, labor budgets, and comparing teams with different part-time mixes.

Reading them together

The ratio of FTE to headcount shows how much of a team works full time. Three teams of 12 people against a 40-hour week:

When the numbers can mislead

  • Overtime can push FTE above headcount; some reports cap each person at 1.0 FTE to prevent that.
  • Vacancies count in neither, unless a report counts budgeted positions.
  • Contractors and temporary staff are included or left out depending on the report — check before comparing two figures.

Only when people work more than full time. Capping each person at 1.0 keeps FTE at or below headcount.
Is a part-time employee one headcount?
Yes. Headcount counts each person once, whatever their hours.
Which is better for budgeting?
FTE for labor costs that follow hours, and headcount for costs paid per person.
What does an FTE-to-headcount ratio of 0.75 mean?
On average, each person works three quarters of full time.
Do I need both figures?
Usually. Headcount answers how many people and FTE answers how much work; most staffing decisions need both.
